A long-lost guitar solo originally recorded for “Here Comes the Sun” has been discovered after more than 40 decades. NME reports that George Harrison’s solo, which was ultimately left off the 1969 single, was unearthed by his son Dhani Harrison, as well as Beatles producer George Martin and his son Giles Martin during a visit to Abbey Road Studios. George Martin remarked that he had forgotten all about the electric solo, while Dhani said he never knew it existed. For more.

 “One of the first votes the House took last year was to ban congressional earmarks.  Since then, we have passed a number of bills that reduce federal spending and reform the budget process.  This bill would allow the President to recommend budget cuts that Congress would then consider on an expedited basis with a straight up or down vote.  In addition, any funds that are ‘vetoed’ would be used to reduce the federal deficit.  My vote for this common sense, bipartisan approach to reducing spending is just one way I’m fulfilling my commitment to make the budget process more accountable to hardworking Arkansas taxpayers.” 

 Under Nancy Pelosi’s term as Speaker, non-defense discretionary spending increased by nearly 25 percent, or by 84 percent when funding for the President’s “stimulus” bill is included.  Since then, Congress has reduced discretionary spending by $95 billion below fiscal year 2010 levels.  H.R. 3521 would establish a procedure for Congress to consider presidential recommendations for reducing spending for specific programs in future spending bills.  Under the expedited procedure, Congress would be required to consider proposals to rescind specific funding if the President submits his proposal within 45 days of the spending bill becoming law.  This authority would expire on December 15, 2015.

A museum dedicated to the life, legends and music of Johnny Cash is being planned in Nashville, Tennessee. The establishment is set to open later this year, according to the Associated Press. The man behind the museum is Bill Miller, who collect’s Cash memorabilia and operates a Cash website. The museum has the support of Johnny’s children, including John Carter Cash and Rosanne Cash. “The convenience of the e-duck stamp pilot program has proven to be highly popular in Arkansas, the duck hunting capital of the world. It’s a no-brainer to open up this opportunity to sportsmen in all states and to make it permanent,” Pryor said.  “I’m pleased to team up with Senator Wicker to help advance this bipartisan initiative into law.”

“Mississippi has a long tradition of duck hunting,” said Wicker.  “Americans who enjoy duck hunting have had to purchase a Federal duck stamps at local post offices or sporting goods and outdoors stores.  This legislation would allow them to purchase a Federal duck stamp online, saving time and money.  The Federal government needs to modernize, and this is one small step toward that goal.”

The Permanent Electronic Duck Stamp Act would authorize the U.S. Fish and Wildlife Service to sell Federal duck stamps, known as E-stamps, online, which would be valid for 45 days.  Currently, sportsmen in eight states can purchase duck stamps on the internet.  The Wicker-Pryor bill would make this pilot project permanent and extend it to all states.

Since 1934, sportsmen have been required to purchase a Federal duck stamp to hunt migratory waterfowl.  The program generates approximately $25 million per year, which is deposited into the Migratory Bird Conservation Fund to preserve habitats and ensure future hunting opportunities. 

A similar measure, introduced by Rep. Rob Whitman (R-Va.), passed on Jan. 23 in the House.
