Governor Asa Hutchinson Announces Intent to Grant Executive Clemency

LITTLE ROCK – Governor Asa Hutchinson today announced his intent to grant 11 pardons and one commutation. An additional 45 clemency requests were denied and five had no action taken upon them. These include requests from both inmates and non-inmates.
 
The applicants intended for pardons have completed all jail time, fulfilled all parole and probationary requirements and paid all fines related to their sentences. There is a 30-day waiting period to receive public feedback on the notices before final action is taken.
 
Governor Hutchinson intends to grant pardons to the following people:
 
Cedric T. Albritton (Pine Bluff): Forgery in the Second Degree (C Felony) and Forgery (Probation Revocation) (C Felony). 
 
This notice is issued based on the dates of conviction (1989 and 1992 – Jefferson County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.
 
Donald L. Banks (Pine Bluff): Delivery of a Controlled Substance, five counts (Y Felony) and Possession of a Controlled Substance (C Felony). 
 
This notice is issued based on the dates of conviction (1993 – Arkansas County and 1994 – Pulaski County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. The Circuit Judge from Arkansas County has raised objections to the application. 
 
Earl L. Delaney (Fort Smith): Aggravated Assault with a Deadly Weapon (D Felony). 
 
This notice is issued based on the date of conviction (1996 – Sebastian County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Kristopher P. McDaniel (White Hall): Manslaughter (C Felony).

Lee Morine (Texarkana): Manufacture, Delivery or Possession of a Controlled Substance, Cocaine (C Felony).

Governor Hutchinson intends to grant commutation to the following person:
 
William Scheel (ADC #650919): Manufacture of Methamphetamine, five counts (Y Felony) and Possession with Intent to Deliver Methamphetamine (Y Felony). 
 
The governor has given notice of his intent to commute the sentence of William Scheel, who was convicted in Saline County in 2003 for the above offenses, from a total of 480 months to serve in the Arkansas Department of Correction to being immediately parole eligible. There are no law enforcement objections to the application.
